The City of Oakland just can’t seem to quit Rebecca Kaplan. After she left elected office, the city gave her a $149,000-per-year job to work on an illegal dumping problem she helped create.
City Council passed legislation allowing the City of Oakland to pay the legal fees of staff and elected officials accused of crimes.
Kaplan and Fife, who both had extensive dealings with Sheng Thao—especially around Evolutionary Homes—are notably absent from the witness list. That could mean they are targets instead.
Months ago, I reported on Gotham Oakland that the FBI raided Kaplan's home. Kaplan has never publicly denied that, and no media outlet seems willing to ask serious questions about it.
She's now in a no-show job where taxpayers could end up footing her legal bills if charges are eventually filed.

Could the city place cameras at dumping hot spots, positioned to read license plate numbers of dumpers, arrest and prosecute the offenders, and publicize the arrests and convictions? Publicizing just a handful of these cases might deter a lot more. This will require the support of the DA to criminally prosecute. Civil claims and collection by the City Attorney might not have the same impact. It is a second choice, if the DA will not cooperate.
